action to employ and advance in employment qualified individuals with 

disabilities covered under and on the same terms and conditions as 

stated in section 503 of the Act.

Of course, the firing of two otherwise qualified blind folks within seven weeks of each other by Cannon and the failure to replace them with qualified people with disabilities (blindness counts here) certainly should send out some "red flags" to RSA.
