You are right Elizabeth in that RSA is pressuring MCB to develop a college policy (though that's not the only thing holding up the reports). Another push for this to be approved by August I think goes to the fact that after September we'll be down to three commissioners for a while as Fred pointed out for Geno and Wolfe were rejected by the Senate. Now, while that looks to me to be a purely partisan action it does appear that we will be without a full commission until a new Governor is sworn in which is roughly between September and January of next year.

I can't even begin to go into the issues this creates, and don't understand the legality of it all myself without further examination.

But, regardless those are the apples as they lay.
