It is not the web sites at issue and it is not pdf per se, but rather image 
based pdf files!

By the way I send converted ones often to this list when relevent because 
many including our state president doesn't have the technology training and 
a t to access and convert even accessible pdf files.

Giving a person an image based pdf is no different than a state agency 
giving a person a printed page and then telling him/her to get a reader or 
to purchase costly ocr vconversion tools.

By the way some of us simply cannot afford all the latest and greatest.

And government documents must be made accessible to all at the first 
instance wand with no muss and no fuss.
