Even if the gutting of the powers of the MCB were legitmate, which they are not, the DSA cannot assume under federal law (the Rehab Act) itself ... Yet the rummid state plan for MCB as proposed is riddled throut with all sorts of meddling and micro management from the DSA and Mr. Zimmer who doesn't have anything to do with VR!

This is just one aspect that is non-delagable:
"of Services for Blind Persons serves as non-voting ex officio members of the Council.  Also, the Governor has established the Commission for Blind Persons
(“Commission”) which is created as an advisory commission within the Department of Licensing and Regulatory Affairs, consisting of seven members appointed
by, and serving at the pleasure of, the Governor with four of the members being blind; the Governor will designate a member of the advisory Commission
as its Chairperson, serving at the pleasure of the Governor; and the Director of the Department of Licensing and Regulatory Affairs shall perform all budgeting,
procurement, and related management functions of the advisory Commission."

Of course this administration has effectively and de facto gutted in fact the Independent Commission and the SRC for that matter.

This dog and pony show and utter denial of stakeholders to have any meaningful input, let alone ability to hold VR agencies accountable to the known obligations of the Rehab Act are just incredable.

The only thing Mr. Zimmer who signed the MCB proposed state plan knows about vocational rehabilitation is how to deny ADA and 504 rights to accessible venues and thus "due process" in the Michigan Administrative Hearings System which he also runse in a glaring conflict of interest by any measure.
