Terry you are quite right as usual.  I queried Ed Rodgers while I still had the misfortune to be daily victimized by his harassing, belittling, insulting, over-bearing treatment, as to how he was going to find the money and the mandate to start a K-12 charter school for blind children. 

His response was that he had friends in the Governor's office who were even then working on solutions to those problems. 

I entered the field of blindness rehabilitation in order to make a difference.  After beginning my career as a lawyer, I was drawn back to the blindness field for the same reason. Thanks in large part to the efforts of our excellent staff in Pennsylvania, employment outcomes among blind customers  rose by over 25% during my 3 years as administrator there, as an appointee of the Ridge administration.  We also increased the number of older blind persons receiving services by more than 400%; while average earnings among BEP operators rose 28% and the number of operators increased as well.  In fact, every single positive indicator that RSA measures was up by 25% or more during my tenure.

It was this record that helped bring me to Michigan, where I have been driven to make a difference once again...especially after realizing that the state of affairs for blind persons here is so many decades behind the rest of the Nation...not because the staff does not want to achieve positive outcomes, but because those who sit in the engine room continue to steer the ship directly into the rocks.

I feel dreadfully sorry about leaving my post, but the time had clearly come for me to use my law degree for the greater good.  

I would love to help (from the outside) in turning things around for our agency here in Michigan, so that people who are blind have the opportunity to receive and achieve all that their talents, abilities and energies deserve!
