No doubt this is great news. No doubt there are a lot of great people 
involved here. And I by what I am about to say does not diminish the great 
things involved here by anyone, including you, or Ms. Bowman and others I 
respect highly.

But, this said does it not strike folks ironically, let alone legally that 
this very state library is out of compliance and has been so in regards to 
raised character and BRAILLE signage on every permanent room, including 
likely the very room this procedure is to be held in?

Frankly, we in the NFB and others simply cannot ignore these obvious 
violations of our established civil rights no matter how worthwhile the 
program is.

Now, in case folks wish to call me this or that I'll remind one and all 
tthat Title II of the ADA alone required that raised character and Braille 
signage was mounted on every permanent room including room numbers mounted 
at 60 inches centerline (now 48 under new regs) on the wall nearest to the 
latch side of the door by no later than January 26 1992.

But the last time I was in the state library and according to DTMB surveys 
no and I repeat no rooms there were so labeled and we all know they weren't 
so during the public hearings held last year either.

I cannot express my angst and outrage further, not against you Christine, or 
Collette etc. but at the State of Michigan which was supposed to have 
resolved this as of again January 26,1992. Simply it sounds like 21 years of 
malicious violations of our civil rights let alone common sense.

For crying out loud are we going to test for Braille proficency in a 
building that doesn't have required Braille?
