“Michigan Commission for the Blind (MCB)110 

The MCB is a state agency designed to assist persons who are blind to achieve personal, 

social, and economic independence emphasizing jobs in the competitive labor market. Dollars 

used for rehabilitation services are an excellent investment in Michigan’s future. In FY 2008, the 

Michigan Commission for the Blind successfully closed 225 blind Michigan residents’ cases. Of 

these, 175 people found jobs in competitive employment, with an average starting wage of 

$12.96 an hour. The state and federal income tax paid by these individuals is projected to be 

$812,668 in FY 2009. The $1 million investment made by MCB to assist these individuals with 

employment will be recovered in approximately 15 months.
