Passengers tying down there wheelchairs is not our responsibility.  I am
sure that would never be permitted under insurance.  In fact PCA's may tie a
passenger down, but the driver must check all securements.

Oh, I guess maybe the rules are different in Rhode Island. I have never been

shown how to tie my chair down. The driver has always done it for me. 
There's usually no one else on board the van, so I'm not slowing anyone 
down.
