[Blind-rollers] side walk unusable

i have a wheel chair our side walk between 250 and 408 magellan avenue are
always full of parked cars and police or handicapped agency do not help. i
have to use my wheel chair in heavy traffic on the road in honolulu.
vocational rehab and hoopono can not get involved, as they say. why not???
