Hello
I have used various types of chairs in the past. 
I have a manual chair and a power chair. 
I also am fully insured with a specialist mobility aid insomeurance company - No liability issue for me. Before I got my power chair I thought there would be some issues around liability but it was amazingly simple to set up. 
Regarding letting someone take contro, I give people the opportunity to try driving my chair. With a lot of encouragement from me and lots of practice it is possible for people to drive safely from behind. Granted some people don't feel comfortable doing it, so I either let them drive from the front - standing to one side of my chair - or I drive myself and take directions if they are sensible, safe ones. Until I get used to someone's driving style I use my cane just as a precaution.
As a totally blind person it is impossible for me to propel a manual chair and keep aware of my surroundings. I also don't have the strength to propel with both arms, so for short distances I pull myself along with my feet, steer with one hand en a wheel rim and sweep my cane with the other. 
 What I'm trying to say is, if everyone is aware of there surroundings and making sensible decisions, using a powerchair with an attendant or friend etc is totally doable without safety issues being a major concern. 

Remember: Independence is not just doing something for yourself, it's choosing whether you want to do it yourself or get someone else to do it.
This may be quite a controversial opinion, but I stand by that opinion and can explain it if necessary. 
 
I hope this makes sense and provides reassurance to anyone who might be concerned about power chair use.
