Hello Susan,
If you live in MN  you can find more information :
http://www.humanrights.state.mn.us/yourrights/index.html
 If you dont live in MN you can do a google search for the department of
human rights for your state.
You can also go to :
http://www.state.mn.us/portal/mn/jsp/home.do?agency=NorthStar
& click on the social service tab & it will bring up other laws for people
with disabilities.
I know that you can file a complaint with the human rights department in
your state if needed.
