[blindkid] Homeschooling Blind Children

I have a friend in Indiana that is homeschooling her daughter who is in 2nd grade. She was born with only part of her brain. Her grandma tells me she is very intelligent but is going through alot of therapy in an attempt to increase mobility in her one hand. She has not learned braille yet.
 
My question is, if you choose to homeschool, is the public school under obligation to send someone on a consult basis for vision services? What options might she have for vision services (She does not live near the blind school-nor does she want to send her away with her medical issues).
