Sally,
our son meets with his VI teacher daily for ~30 min before regular classes begin. They transfer electronic files & meet with reg ed teachers for mini tutoring sessions as needed. He also meets with her every other day for ~90 min. This time is used for ongoing training in tech skills such as MS Word, Excel & Powerpoint. They also review adapted materials/graphics for upcoming assignments in reg ed classes or to complete an exam, if needed.
We are lucky in that the teacher is on site full time and able to interact with the reg ed teachers and our son on a daily basis. I think it would be worthwhile to include consult service hours in an IEP if the VI teacher is rotating to other sites.
Janet
