The IDEA addresses the issue of taking AT home. 
"On a case-by-case basis, the use of school-purchased assistive technology device in a child's home or in the other settings is required if the child's IEP Team determines that the child's home or in other settings is required if the child's IEP Team determines that the child needs access to those devices in order to receive FAPE."  34 CFR Section 300.105(b)

The Missouri Bar Disciplinary Counsel requires all Missouri attorneys 
to notify all recipients of e-mail that (1) e-mail communication is not a

required for home use in order for a particular child to be provided FAPE,
the technology must be provided to implement the IEP

1997 (Culbreath)
.. If the student needs a device at home for FAPE, the district must provide
it at no cost.
