You need to hook up with services for the blind in  your state.  The problem 
with cognition would be addressed at his PPT where therapies would be assigned 
to him.  That's the quick answer.

Hello, we are adopting a little boy who has down syndrome and is blind. We
do not yet know what his blindness diagnosis is or if he has any vision at
all. One of our other boys also has down syndrome, but blindness is new to
us. I have found wonderful information on teaching blind children, but very
little on children who are blind and have cognitive disabilities. I am
hoping to find parents who have been through this and can give me any
advice! Or any parents that are near us (MN). Thank you!
