[blindkid] inclusion of VI children in public school after school programs

Is the program part of the school curriculum or is it pay for service aftercare?  In our district the YMCA rented space from the school and they managed the aftercare.  It wasn't a school district program per se.  If it's not a school run program, I wouldn't think the school would have to provide accommodations.
