[blindlaw] The Census does not track the blind

James,

Note that this is too late for the 2010 census as the job has been 
essentially outsourced and data collection is already underway.  That 
said, I think they should keep data on blindness.  It's just that 
doing something about it is going to have to be a bit more long-term.
