I was referring to those people who have had many opportunities to learn 
what they needed to do and chose not to avail themselves of the options 
available to them. As we know there are some people who will use their 
disabilities in ways that are opportunistic. I know that having been born 
blind it is sometimes easy to forget the impact of adjustment that someone 
goes through when they have lost vision.
