He needs to file a compliant with the local city code enforcement as well as 
a compliant with the U.S. Department of Justice as the overhanging trees 
would constitute an ADA violation regarding accessibility. Details about 
filing a complaint and downloadable complaint forms are available at 
www.ada.gov.
