Friends / Colleagues – The Victim Rights Law Center (VRLC) is a non-profit organization based in Boston with a satellite office here in Portland, OR. We are the first (and remain one of only a few) non-profit legal services agencies dedicated to providing free legal services to victims of rape and sexual assault on civil (non-tort) matters, such as immigration, employment, education, housing, public benefits, and more. We are hiring 2 lawyers for our Portland office. One attorney will be implementing a partnership we have with Transition Projects, Inc., which provides wrap around services to individuals who are homeless. The second attorney will be working with me, Jessie, to implement a 2-year national privacy project. The job descriptions are below. Both positions are funded by grants from the U.S. Department of Justice’s Office on Violence Against Women. Thank you in advance for helping us spread the word.

Attorney Position # 1:
Title:                      Attorney (Bi-lingual English/Spanish preferred but not required)
Status:                  Full-time

Description:
The Victim Rights Law Center (VRLC) is a nonprofit law center that provides free legal services to victims of sexual assault in Oregon and in Massachusetts, and legal technical assistance nationally to state, tribal and territorial sexual assault and domestic violence programs and coalitions, and other non-profit organizations who are (or could be) funded by the Office on Violence Against Women (OVW). This position is based in Portland, Oregon.

We seek a full-time, self-directed, Oregon-licensed attorney to join our team. Applicants should have excellent writing, organizational and communication skills as well as a strong work ethic, good sense of humor, commitment to serving vulnerable individuals and experience working successfully with community partners.

The attorney will coordinate the Victim Rights Law Center’s transitional housing partnership and provide limited legal assistance to sexual violence survivors who are homeless, with a special focus on survivors who are older, Latina or have disabilities. Services to be provided include legal screening and limited legal representation, sexual assault and legal trainings (for both homeless advocates as well as survivors experiencing homelessness) on how to use existing civil laws to meet sexual assault survivors’ needs, and the creation of culturally specific resources to reduce barriers for Spanish-speaking and immigrant survivors experiencing homelessness.

The attorney will also help the VRLC’s technical assistance team support OVW grantees in their efforts to establish or expand their individual and programmatic capacity to provide effective legal representation, advocacy, referrals and other services to victims of non-intimate partner sexual assault.  Technical assistance is provided through in-person conferences, teleconferences, on-line courses and webinars, as well as by telephone, email, and through on-site trainings.  Some out-of-state travel is required. The position is funded by federal grants.

Responsibilities:
▪        Provide holistic legal consultations, limited legal representation and referrals to sexual assault victims experiencing homelessness. Practice areas may include privacy, safety, immigration, employment, education, housing, financial compensation, public benefits, and limited criminal justice system advocacy.
▪        Work with VRLC’s grant partner to create culturally-specific legal resources for Spanish-speaking and immigrant survivors to reduce barriers to long-time stable housing.
▪        Provide legal education and training related to addressing sexual violence against women experiencing homelessness with both homeless advocates and women experiencing homelessness (trainings may be conducted in English and/or Spanish).
▪        Provide legal consultation, training and technical assistance to lawyers, advocates, and other OVW grantees on sexual assault victims’ rights and remedies in  criminal, civil, and administrative hearings.
▪        Help establish and promote national collaborations and partnerships to advance victim service providers’ capacity to identify and respond to individual survivors’ legal needs.
▪        Create, edit and review sexual violence legal resources.
▪        Other duties as directed.



Job Requirements

▪        Attorney with a minimum of three (3) years of experience, including some litigation practice
▪        Experience working with sexual assault survivors and also with vulnerable populations.
▪        Admitted to practice in Oregon.
▪        Skilled at curriculum development and group facilitation/training
▪        Ability to work independently, collaboratively with diverse groups of people, and to build and strengthen community partnerships.
▪        Creative and strategic thinker. Demonstrated ability to prioritize and balance workload.
▪        Some out of state travel is required.
▪        Ability to pass a criminal background check.

Spanish language fluency preferred but not required.


Salary



Salary is consistent with other non-profit services and commensurate with experience. Compensation may include vacation, sick leave, holiday hours and reimbursement towards individual/family health and dental insurance.

Description:
The Victim Rights Law Center (VRLC) is a nonprofit law center that provides free legal services to victims of sexual assault in Oregon and in Massachusetts. We also provide legal technical assistance nationally to lawyers, advocates, state, tribal and territorial sexual assault and domestic violence programs and coalitions, and other non-profit organizations who are (or could be) funded by certain programs within the Office on Violence Against Women (OVW).

This position is based in Portland, Oregon. We seek a full-time, self-directed attorney, with excellent writing, product development and organizational and communication skills, as well as a strong work ethic, a good sense of humor, and a commitment to serving vulnerable populations.
The full-time attorney will help implement VRLC’s new Privacy Rights Project, which is designed to help OVW-funded lawyers and advocates, and Rural Program grantees, establish or expand their individual and programmatic capacity to respond to survivors’ needs.

The attorney will conduct legal research, create the tools and resources and provide training, outreach and education needed by OVW grantees to identify and protect survivors’ privacy rights and ensure that victims (and those who serve them) can truly make informed privacy-related decisions.. Technical assistance is provided through in-person conferences, webinars, as well as individually through telephone, email, and on-site trainings.  Some out-of-state travel and driving is required. This limited duration position is funded by a two-year federal grant.

Responsibilities:
Provide legal consultation and technical assistance to lawyers, advocates, victim service providers and other OVW Legal Assistance to Victims (LAV) and Rural grantees on victims’ privacy and confidentiality rights and remedies.
Deliver privacy-related webinars and in-person trainings to OVW grantees
Help establish and promote national collaborations and partnerships to advance programs’ capacity to identify and respond to individual survivors’ privacy and confidentiality concerns.
Draft, edit and review legal resources related to protecting survivors’ privacy rights
Other duties as directed.

Job Requirements
Attorney with a minimum of three (3) years of experience.
Expertise representing or providing services to sexual assault survivors and/or addressing victims’ privacy rights.
Skilled in curriculum and product development and in developing and delivering engaging training remotely and in-person.
Ability to work independently and also collaboratively, with diverse groups of people, to build and strengthen national partnerships.
Efficient legal researcher with strong writing and editing skills.
Willingness and ability to travel nationally.
Ability to pass a criminal background check.

Preferred but not required: Experience working with populations vulnerable to sexual violence including but not limited to older adults, Native Americans, immigrants and/or college students.
