This was recently discussed. Perhaps you can find info in the list archive. The gist is that JAWS is not 100 percent accurate in reading formatting attributes, but that if you copy and paste information from the online bluebook to a word document, the formatting is preserved and more accurately read in Word. I suggest making a sheet of frequently used (or most frustrating) citation formats for quick reference. Thanks to Chris Stewart for this suggestion.
