As far as speed goes, it also depends on how the student was taught to read. You can read with more than the index fingers and many braille readers do just that, some without much thought. So it is possible to see ahead and read with significant speed. Part of the problem is that some teachers are not trained and are thus incompetent themselves. If the same standards and competencies were in place for teaching sighted students, the majority of parents would become outraged!
