I don't know. Looking at the dependencies, it requires both TCL/TK 8.5 and a
Java runtime environment, so it probably has a graphical interface. However,
there is a possibility that it will also run in a terminal with only
text-based interaction.

If you have a Debian GNU/Linux system you can run sudo aptitude install scilab
to install it, then try it out.
