Yes, but only if you have tables of contents or other automatically generated
material.

I prefer to run pdflatex to generate a PDF file directly - I don't think many
people use dvi files anymore, and by going straight to a PDF file you can use
hyperref to control the PDF metadata (author, title etc.) and create links in
the PDF document, etc.
