PDFs can be made into a braille document with braille translation software.  PDFs are not the easiest to work with and they drive us transcribers nutty, but it's doable.  It needs to get to a transcriber or transcribing agency and they can do that.  Sometimes the actual campus has the ability to do this depending on how large it is, how much resources they have.
