I think you're asking for a standard specifying for an accessible
(screen reader) rendering of MathML within browsers. Unfortunately,
such a specification doesn't exist beyond a mapping of the math
element to native a11y API's (contained in the aria spec's
implementers guide). It's not inconceivable that such a working group
could be started or discussion be proposed on the math w3c group.
