Most definitely.
You can readily use it JAWS.  Also, there is a good tutorial on how to how
to use it written by a blind Statistics professor from New Zealand named
Jonathon Godfrey.  The link to the guide is below.

I have to use R for a statistics class in college next semester. Does
anyone have any experience using R (especially with Jaws 15 and
Windows 8.1)? Are there any settings I should activate during
installation to make the program accessible?
