Notwithstanding the advice from Bill on work being done to improve NVDA, I suggest that a few things can be done in R to make life easier.
First, the choice of the Terminal vs the GUI version might be important depending on your level of NVDA prowess and configuration.
Second, no matter if you are using R in the terminal or the GUI this is interactive. Most new users do not use R interactively anymore because they get taught to use R markdown possibly using RStudio.
I would strongly encourage any blind R user to move to use of R markdown as soon as possible because the generated output files will be very accessible HTML.

Yes – I fix this in the upcoming NVDA 2019.3 release, provided you are running windows 10 version 1607 or later. You can try The beta here and see if it is improved for you: https://www.nvaccess.org/post/nvda-2019-3beta2-now-available-for-testing/
Many more improvements to consoles are in the works – You can play around with them by enabling “use UI Automation to access the Windows Console when available” in advanced settings.
