I don't think there will be a single answer that suits everyone. At best, you can give the advantages and drawbacks of different solutions.
What are the authors of the content using to write it? What could they use instead, given various constraints? Can they make changes to their practices to make it easier for what they write to be converted to accessible formats?
What does each student need (this will be different for different students)?
Can you put together a solution that works for both parties (content author and recipient)?
If you're archiving content for use by future, unknown recipients, then capturing the author's source format is generally the best policy.
