[Blindtlk] PAC Mate question

I have some question on the PAC Mate.
1. I'm looking at buying a PAC Mate, either TNS or QX- Which is the better
for tasks like: basic email, typing word documents, surfing the internet,
able play Ebook/DAISY, voice recording and general note take in class.
2. Will the TNS or QX work with Windows Vista, or do I still need to work on
Windows XP?
3. How do I get internet access?
Oh is a TNS for $200 through $250-- and a PAC Mate QX for $400 a good deal ?
Sorry new to Note Takers.
