As of a couple of years ago, insulin-dependent diabetics were able to donate
if there were no health indicators otherwise. At least that's what I was
told.

I have donated over 200 pints of blood and have never experience any
discrimination.  It has nothing to do with your sight or the lack of sight. 
It all is related around your health.  Are you healthy enough to donate
blood.  The Red Cross continues to tighten and refine its blood donating
policies in order to


protect donating and the general population receiving blood products  I
don't know if insulin dependent diabetics are allowed to donate.  I am
thinking they are not.
