[Blindtlk] DVD Descriptive Video Law?

Good morning all:
On my guide dog school grad list this was posted and I said I would look into it, I don't know if it was passed or the exact wording on it.
Was there something in recent years, that says that all new DVDs that are newly recorded by say Warner Brothers in the case the Dark Night Movie (Batman movies that were just released), do not have the descriptive video option on it.
Is this something in violation of that act, if it did pass and what is the next step for person to move forward with it.
