[Blindtlk] Picture ID's.

Here, you have to report to the DMV, (Department of motor Vehicles) and pay cash to get a non driver's license ID.  That's the only place they can be goten.  Seems to me your issue is not so much how to get the ID but rather to get to the place where you need to get one.  Frankly, I doubt that you'll get anywhere advocating to have them just mailed to you.  That's because of the process involved in getting the ID.  Your information must be taken and a picture taken as well.  Not only that, but, these places tend to be cash only; so, you can just forget your credit or debit card.
