[Blindtlk] Picture ID's.

In Maryland they are available only through the Motor Vehicle
Administration's offices.  Since you shouldn't have to apply for or renew
one more often than five years or so, we haven't considered this to be a
battle worth fighting.  

Because they have you sign your name on an electronic pen-screen device, and
some people haven't successfully signed their names, some people have
stamped the non-driver card "unable to sign".  This is a real problem.
