[Blindtlk] Picture ID's.

In Minnesota, we must go to any place which handles drivers' licenses and 
pay $18 in cash or check for a picture ID. For us, we receive a notice in 
the mail that the ID is about to expire. You have 30 days to renew, by going 
to the DVS, getting your picture taken, the old ID is clipped on one corner. 
The new ID arrives in the mail, about a week or so later.
