I am unaware of any changes to Federal law mandating drivers' licenses upon purchase of a vehicle. Usually such laws are a matter left to the states. In the state of Washington, there isn't a requirement for a license to purchase a vehicle — at least not directly. However, one cannot buy a vehicle without proof of vehicle insurance and insurers usually require that the license of the person most likely to drive the vehicle be used. I'm virtually totally blind; I owned my first vehicle and the title was in my name. However, I had to give my wife's driver's license in order to get insurance for it and, hence, to purchase it. This may be different depending upon which state you live in.
