I live in Nebraska, but it was clearly stated several times that this
was a federal law.
On the matter of insurance...here you buy the car first, then you
purchase insurance, then you can pay taxes and get license plates at the
courthouse. So there is no requirement to have insurance before
purchasing the vehicle. I completely understand the need for a drivers
license for insurance purposes, that makes sense.
