For someone who used to drive a car, no you don't have to have a license in order to purchase a car.  My mother bought mine for me after my dad died, and she never drove a day in her life.
Now even thought I only have a non-drivers license, I can assure you they do not ask to see your driver's license to own or purchase a car
You must have a Driver's license to drive a car, but no where does it say you need it to  buy a car.
In fact, I googled to DMV Department of Motor Vehicle in my state and also in Julie J state and no where does it say this.
