I sure haven't heard about any Federal law about having to have a license in 
order to purchase a car.  I know in some States the DMV won't register the 
car unless you purchase insurance in the license drivers name  So until your 
son reaches 18, your husband will probably be listed as the title holder 
along with yourself.

I'm wondering if anyone knows anything about federal laws that have
changed in the past year or so regarding having to have a drivers
license to purchase a vehicle?
