I would doubt that it is a Federal law, since states tend to regulate all aspects of registration, and licensing for motor vehicles. I would contact the state DMV and talk to them.

Cheryl,

I was told that it's a federal law not a state law.  also I was told this went into effect just last year.  I have also bought and owned cars in the past with no problem.  Again though that was in the past, things have apparently changed.

Perhaps I'll give the lady a call and ask if she can provide more clarity about which specific law she is referring to.
