This is a very good question.  In my experience, the NFB is more proactive. 
My understanding, too, is that the ACB is more of a social organization, 
leaving main decisions to their board members rather than the membership. 
In some states both organizations work amicably together, but am not sure if 
this is true in all states.  In our state of Idaho, the NFB is predominant.

Anyone on list, please correct my perceptions if necessary.

Year ago, the reason my choice was for the NFB is that I saw independent 
proactive people, was impressed with the literature and leadership.  When I 
learned of the rich history of blind people as a minority, I realized how 
much I'd taken for granted, and want to give back what I can to the 
organization in any way I can.
