[Blindtlk] ACB or nfb/best practices

Dear Sir,
To learn just what happened and why the ACB split from the NFB, Read the
Book,"Walking Alone and Marching Together".
This was a time in our country's history when the large sheltered workshop
operators were afraid of the NFB and its threat to their little empires.
It was also a time of revolution in the Black Civil Rights movement and the
struggle left over from the American Civil War that pitted state's rights
versus federal rights and the question of wheather or not to let Jews and
Blacks be members of the NFB.
Some states did not want them to be members and the NFB said that they
should be allowed. The membership, that later became the ACB, thought that
they shouldn't.
The ACB did not allow them as members for many years, until after the Civil
Rights of Blacks was a fact with the passage of the Civil Rights Act.
The membership of the NFB makes its policies, which the state affilliates
must also follow, but the ACB state affilliates can act independently from
the wishes of their national body.
This leads to allot of confusion and contriversity within the Blind
Community.
This played into the hands of the workshop operators that began splitting
off many of their workers that they could trot out to oppose the NFB efforts
to get better wages and working conditions in the sheltered shops.
We are still fighting that battle today in trying to get section 14 C of the
Fair Wages Standards Act that is been on the books since 1938.
This is the section that gives the right to sheltaered shop operators to pay
less than minimum wages.
