Why would anyone be stupid enough to tell their insurance company?  So when 
a person is babysitting the neighbors' kid and they take the kids to the 
library  the insurance company should be called and told?  That's stupid. 
Yes, drivers have to have insurance, but that's all a person needs to drive 
for the countys' volunteer drivers.  That and a good driving record. Nothing 
else and yes, riders have to pay for each ride.  It is something different 
than paratransit.
