Most definitely!! I use the TalkBack feature all the time, and now have
downloaded and use Eloquence. It's like having Jaws on my phone.
There is a great resource put together by blind individuals and programmers
using Android:

A wonderful resource that helped me when I first became an Android user is
the e-mail list
eyes-free at googlegroups
To subscribe, simply send a new message to
eyes-free+subscribe at googlegroups.com. In case your punctuation is not
showing up, you want to type in eyes dash free plus-sign subscribe at
googlegroups dot com.
I have experienced four devices, all of which work very well with
accessibility. Each device has its minor pluses and minuses, but those can
be equalized through downloading an app you like.

I've considered it. Will Android work for someone who is totally blind
