[Blindtlk] Question about SSI

The Governor has absolutely nothing to do with how any program
administered by the Federal Government is run in Wisconsin. That's all
done by Federal Officials. I suspect that welfare reform act passed by
Bill Clinton put this requirement in on social security and s.s.i. That
would put the change into effect probably shortly after you applied 20
years ago.
