[Blindtlk] Question about SSI

I'll tell you about St. Mary's County, Maryland.  It's a rural county 
with only county seat incorporated.  It's been on the map since the 
1600's too.  A few years ago, it has had a bus service for dialysis 
patients.  The Federal Government made it clear to the County the county 
shall set up a paratransit system and the Federal Government further 
explained failure to set up a paratransit system shall result in zero 
dollars for the dialysis transport service and the County shall have to 
eat that entire cost.  The paratransit system now exists and that is how 
all of that got done.
