Hello:

Have your friend contact The Seeing Eye.  They will sometimes help 
financially with serious medical issues.  She will have to be prepared that 
they might recommend that the dog be retired since her health problem is so 
serious.  Also consider what is best for the dog.  The poor dog should not 
be working if she is so sick.
