Yes, the turn-away I experienced was in Tacoma over ten years ago.
The welcoming experience with Ross's have been in Idaho.

What you experienced was extremely rude. I've never shopped at a Ross
store, but that kind of behavior is just not okay. I hope we can find out
if not providing this kind of courtesy is a regional or local policy, and
then deal with it accordingly as an organization.

I've had a problem with them as well in my area. I went there to look for a
pair of shoes, and the manager told me I had five minutes. Her tone of
voice was extremely rude as well. I decided to report her to the regional
manager who got back with me and said they do not provide personal shoppers.
Although I don't believe assisting someone with a disability is mandated
under the ADA, but just a curtesy that stores provide, I'm wondering how
many others were refused by Ross. It seems to me, although I'm sure there
are others, this particular merchant has a high refusal rate.

With a written policy cancel amenable. What can be done is to discover if
that's a local or national policy. If national, that may be needing
litigation to have it updated.
