You're out of date already with the iPhone 4s. For the android choice
I'd ask what operating system upgrade can it take. Android 4 is
Ice-cream Sandwich and I got my tablet I think in 2014 that had a later
operating system on it than that. Android Q will be available later
this year and that's version 10. It's best to keep current with
operating systems if you value security. The iPhone 4s is obsolete
according to Apple.
