[BlindTlk] accessible cable TVs

verizon fios has some accessibility features but comcast is better for 
accessibility since when your remote batteries are about to die, comcast 
voice guideance tells you and Verizon fios only flashes a message on the 
screen and says nothing with text to speech.  I have an open ticket with 
the fcc on this detail since I'm now using verizon fios.
